Concept

Hon’ble Chief Minister of Maharashtra, Shri. Devendra Fadnavis has launched a drive to rope in young graduates in the administration. The objective is to gain from youthful energy, passion of technology and fresh perspectives of the youth. In return, the Fellows earn valuable experience of working within the government.

The Chief Ministers Fellowship Program is designed to provide valuable experience to youth interested in social development sector. This program is designed to cultivate young leaders, strengthen their understanding of the public administration and prepare them for greater leadership roles in future.

The Chief Minister Fellowship program offers a unique opportunity to work with Government. It enables meaningful participation in policy making, execution, monitoring and evaluation of programs. It provides opportunities to visit various knowledge institutions in the state. Interactions with legends in industry, art, literature, journalism, entertainment make the fellowship a rarest experience.

The Chief Minister Fellowship will help the Fellows in their career later. The program provides opportunities for professional growth and learning. It equips fellows for higher education in policy, governance, management, etc. It gives an added advantage for public or private sector careers.

Eligibility

Age Limit-

The candidate has to be in age group 21 to 26 years, on 31st May, 2019 (that is youth having birth date between 01/06/1992 to 31/05/1998, inclusive of both days).

Educational Qualification –

Candidate should be graduate with first class from any discipline. Candidate with relevant PG degree or professional diploma would have an added advantage.

Work Experience –  Candidate should have work experience of minimum 1 year. Full time internship or article ship or apprenticeship as part of professional courses will be considered as experience.

Candidate should have basic proficiency in Marathi language, ability to work on computer and internet. The sufficient knowledge of English and Hindi is also necessary.

Selection will be a two stage process. The steps involved in selection are listed below:

Information about Online Test

  • Nature of Online Test: It will consist of multiple choice objective type questions.
  • Medium: English
  • Total Marks: 100. Each question will carry 1 mark
  • Duration: 60 minutes
  • Composition of the Online Test:

Shortlisting Candidates for Stage II:

  1. The total marks shall be out of 100.
  2. Top 150 candidates shall be called for interviews.
  3. Shortlisted candidates shall submit 1 audio-visual essay and 2 written essays.The Essays can be in Marathi, Hindi or English
  4. Topics of essays will be conveyed to shortlisted candidates via email and website.
  5. Shortlisted candidates submitting all 3 essays will be called for personal interview. Shortlisted candidates not submitting essays will not be eligible to appear for interview.

 

  Final Selection:

Following marking system will be applied for the final selection of the Fellows – Online Test marks out of 100 will be converted to out of 15 marks + Essays 30 marks + interview 50 marks   + relevant post-graduation degree or professional degree or diploma 5 marks

  • List of 50 selected candidates will be published along with the waiting list of 10 candidates
  • Vacancies created due to failure of selected candidates to accept the offer letter within stipulated time will be filled from the waiting list

  Please Note:

  1. The candidate invited for interview should bring along with him/her one photocopy each and the original copies of all mark sheets, experience letters and other credentials along with the   original copy of the proof of identity.
  2. The date and time of the interview shall be communicated to shortlisted candidates through email.
  3. No travel expenses made for attending the interview shall be reimbursed.

 

Entitlement

  1. The position of Fellows will be equivalent to that of Grade – A officer in the government service.
  2. Fellows will be provided I Card and Email ID for official purpose during the period of fellowship.
  3. Fellows will be paid the stipend of Rs. 40,000/- and Rs. 5,000/- for travel and related expenses i.e. in all Rs. 45,000/- per month
  4. Fellows are entitled for 10 days of leave during the period of fellowship.
  5. Fellows will be provided with accidental insurance cover during the period of fellowship.
  6. Fellows successfully completing fellowship of 11 months will be awarded with a Certificate.

 

Terms and Conditions

  1. Chief Minister Fellowship Program is a full time program and Fellows are not expected to undertake other employment, assignments and / or full time study
    program during the period of fellowship.
  2. It is a one-time 11 months program having no provision of extension.
  3. Program does not assure job after completion of the 11 months tenure.
  4. The office timings for a fellow will be same as for the other employees of authority he/she is placed with.
  5. The fellow may need to work extra hours and travel as per requirement of his assignments.
  6. At the time of interview verification of educational document will be done. Fellow will bring medical fitness certificate at the time of joining. Police Verification will be done after joining of fellow.
  7. The fellow will have to reside in city/district of his/her placement during the period of fellowship
  8. No accommodation will be provided to fellows.
  9. Fellow needs to join the appointed office within 60 days after receiving the offer letter, otherwise the selection will be cancelled.
  10. Fellows won’t be allowed to take part in any political movement during the tenure of fellowship.

Selection Process –

Selection of Assistant Administrative Officers will be done through a three tiered process and subsequent Prerecruitment Medical examination.

Phase-I: Preliminary Examination: Preliminary Examination consisting of objective test will be conducted online. The test will have three sections (with separate timings for each section) as follows:

  1. Descriptive Test- The online objective test will be followed by descriptive test of 30 marks.

It will be a test of letter / Precis/ Essay writing & Comprehension. The duration will be 45 minutes.

 

NOTE

  2. For each wrong answer, there will be a negative marking of one fourth of the mark assigned to that question.
  3. Descriptive paper will be completely online, i.e. the questions will be displayed on the screen and the candidates will have to type the answers using keyboard. Descriptive paper will be conducted online immediately after completion of online objective test of Phase-II Main Examination
  4. there will be cut offs on individual tests as well as on total score.

Salary / Emoluments-

On-line Test for Agents & Employee Category:-

Selection of Apprentice Development Officer from Agents & Employee Category will be done through single phase examination i.e. Main Examination.

Main Examination consisting of objective test will be conducted online. Main examination will consist of objective tests for 150 marks. For details of mains exam for agents please check the official notification.

 

Candidate MUST obtain minimum qualifying marks in each Section separately and should also obtain minimum marks in the aggregate to qualify for the examinations (Preliminary and Main) and the interview. The minimum marks to be obtained in each paper and in the aggregate shall be decided by LIC of India.

 

Phase-III – Interview:

Marks obtained in the Main Examination only will be considered for shortlisting for interview and marks obtained in Main Examination + marks obtained in Interview will be considered for final merit listing of candidates. Commensurate to the number of vacancies, LIC reserves the right to fix the eligibility standards in order to restrict the candidates to be called for interview and also fix the minimum marks to qualify in the interview. Maximum Interview marks are 37.

 

JOB REQUIREMENT:

It is primarily a sales supervision job. The selected candidates will be required to sponsor suitable persons to be appointed as Life Insurance Agents, train them properly, and help the recruited agents to sell life insurance to maximum number of persons. They will also be required to give prompt after sales service to policyholders. For this purpose considerable movement including tours covering the entire area allotted to them are involved.

The recruitment as Apprentice Development Officers is for Urban and Rural Areas and the selected candidates will have to work in these areas. It is, however, likely that some of the selected candidates may be posted in the jurisdiction of nearby Divisional Office/s within the jurisdiction of the Zone.

 

STIPEND & REMUNERATION:

During the apprentice period, the candidate selected as Apprentice Development Officer will be paid a fixed amount as stipend per month as per rules of the Corporation. An Apprentice Development Officer other than an Employee Apprentice shall be paid equal to the minimum of the basic pay and the dearness allowance thereon on the scale of pay applicable to Development Officers as on the date of commencement of the apprenticeship. At present the amount of stipend is about ₹.34,503/- per month, except in case of candidates selected from LIC Employees category.

 

Salary / Emoluments-

On appointment as a Probationary Development Officer, basic pay of 21,865/- per month (except for Employee Category candidates). Total emoluments at the minimum of the scale, inclusive of House Rent Allowance& City Compensatory Allowance wherever admissible depending upon the classification of city, will be approximately 37,345/- in ‘A’ Class City. Other benefits include Gratuity, Defined Contributory Pension Scheme, LTC, Medical Benefit, Group Insurance, Group Personal Accident Insurance, vehicle advance (2-wheeler/4-wheeler), reimbursement towards cost of Brief Case/leather bag, mobile handset, supply of dailies as per rules and on confirmation in service, attractive performance linked Incentives.

 

APPRENTICESHIP PERIOD:

An Apprentice Development Officer will have to undergo Theoretical & Field Sales Training. The period of apprenticeship shall commence from the date of commencement of the training.

 

PROBATION:

An Apprentice Development Officer, who successfully completes the apprenticeship and, in opinion of the Recruiting Authority, is otherwise suitable for appointment to the service of the Corporation may be appointed as a Development Officer and placed on probation. The period of probation shall be for one year which may be extended upto two years.

 

GURANTEE BOND:

Before joining as Apprentice Development Officer, candidates will be required to give an undertaking to serve the Corporation for a minimum period of four years from the date of joining (including apprenticeship period) failing which he/she or his/her heirs, executors, administrators will be liable to pay liquidated damages of 25,000/- ₹ (Rupees Twenty Five Thousand only) to the Corporation. The candidate will have to submit an Indemnity Bond of Rs. 25,000/- (Rupees Twenty Five Thousand only) duly stamped and executed by a Surety of sound financial standing and not related to the candidate. The stamp value of the Bond willbe as applicable to the State in which the bond is executed.

Selection Procedure-

Candidates will be required to appear for computer based online objective type test, The online test will have two parts, Discipline related and Aptitude related. Medium of Test will be in Rajbhasha (Hindi) and English. Duration of test will be 02 hours (120 minutes). The total number of questions will be 150, of one mark each, out of which 100 questions would be from mix of course curriculum of qualifying Diploma/Graduation Course, as applicable for each post & discipline, and 50 questions from General English, Quantitative Aptitude, Reasoning & General Knowledge / Awareness. Junior Engineering Assistant Grade II being Group ‘C’ Non – Executive (Worker) level posts, there will be no interview and selection of the candidates for appointment shall be made purely on the basis of marks obtained in online test and subject to verification of certificates/testimonials etc. Candidates selected as Junior Engineering Assistant Grade II shall be reporting to Shift Engineers / Engineers.

Salary/ Emoluments-

RFCL offers one of the best pay packages in the Fertilizers industry. Pay scales are under revision w.e.f. 01.01.2017. Selected candidates will be placed at the minimum Basic Pay in pay scale indicated for each post. Besides Basic Pay, candidates will also be paid Industrial Dearness Allowance, House Rent Allowance / Company Accommodation and will also be entitled for other perquisites & allowances /benefits such as Leave Encashment, Medical Facilities, Performance Related Pay, Contributory Provident Fund, Gratuity, Contributory Superannuation Benefit Fund Scheme, Group Personal Accident Insurance, other welfare schemes etc. as per Company rules in force from time to time.
